Teiko Shiotani (1899-1988) spent his entire life in his hometown of Akasaki in the Tottori Prefecture on the Japanese sea coast. He formed the Akasaki Vest [Pocket Kodak] Club in 1919, at which time his work began appearing in various photo journals. He is a key figure in the transition from a Pictorialist to Modernist aesthetic in Japan, embracing an urban sophistication despite his rural isolation. However, he remained attached to the coast and to the nearby mountains for his subject matter, always conveying a sense of the ephemeral in nature.
In 1928 he was instrumental in founding the Japan Photography Association, which was one of the most important promoters of an expressive Modernist style. They favored the Vest Pocket Kodak Camera and techniques such as soft focus, "deformation" (in which they distorted the printed image by bending and curling the paper) and "rag-wipes" (in which they painted on the surface of the print with oil and then re-touched with pencils and pigment).--reference, Anne Wilkes Tucker, et. al., The History of Japanese Photography
